CH table metadata: default.operational_data

Legacy wide I90 table — 1.37B rows of per-unit market dispatch (PDBF, PDVP, BS, RR, BT, RTR, PHF1..7, OFFER_*, …). Consumers should prefer the new per-program tables at `archives_i90.*` (one table per program, no NULL columns from offer-shape mixing). This table will be deprecated when task #23 lands.
