Pre-2024-11-20 the entity is the UP (in `unit`); from 2024-11-20 (PICASSO) the entity is the BSP (in `market_participant`). `energy` is unsigned (always positive, both directions are cobros per §17). The CF and CV components are split into separate offer programs (OFFER_BS_BAND, OFFER_BS_ENERGY) and an activated energy program (BS_ENERGY).
