CH table metadata: esios.up_uof_crosswalk

INFERRED (not official) crosswalk between REE programming units (UP, the `unit` of `archives_i90` after UF→UP) and OMIE offer units (UOF, the `unit` of `omie.*`). Neither REE nor OMIE publishes this mapping; it is built by matching daily I90 PDBF fingerprints against OMIE `pdbf`. Cache of the Postgres view `esios.up_uof_crosswalk_checked`, refreshed daily by `sync_up_uof_crosswalk.py` (Dagster asset `up_uof_crosswalk_ch`). One row per segment: a UP can change UOF over time.
