CH table metadata: esios.unit_location

Latest corrected UF or UP location, separate from dated operational metadata. I90 re-enrichment propagates location and plant-name corrections to all dates for that unit. UP coordinates use only currently linked located UFs; one distinct site supplies coordinates, while multiple sites leave coordinates NULL. An agreed province can remain available without coordinates.
